Maybe they could devise a system whereby our tax rebates are automatically deposited into the bank accounts of our local gas station operators?  Hm.

Maybe the thing to do instead of tax rebates (which, by the way, I'm using to start a new Health Savings Account, you think the government will mind me using my money to save instead of acting like a mindless consumerist?), is to invest a bit in mass transit. It's being suggested it would be more effective to do so.
